Can a dog breathe and pant while wearing a muzzle?

For muzzles dedicated for walks, dog should be able to breathe freely and pant, as this is a natural way for dogs to regulate their body temperature.

Some muzzles, especially veterinary or fabric ones, may restrict the ability to open the mouth and therefore should only be used for short periods under the supervision of a handler.
